Russian Ombudsman made his first appearance in defense of LGBT-activists rights

Commissioner for Human Rights in the Russian Federation, Vladimir Lukin, sent to the Presidium of the Tyumen Regional Court a petition to revoke the decision of the Central District Court and the determination of the Regional Court. He lodged a motion to declare illegal the discordance of picket of LGBT-activists by the city administration during the campaign "Week Against Homophobia 2010". Thus he responded to a complaint of Tyumen LGBT activists. On April 5, 2010, police forbade to conduct a downtown rally "The tree of tolerance" organized by the activists of the Tyumen Branch of the Russian LGBT Network and the local LGBT organization "Rainbow House". Human rights activists offered to tie a ribbon on the tree, thus expressing their attitude towards the issue of discrimination based on sexual orientation and gender identity. Referring to the prohibition of the city administration, police department representatives threatened to arrest anyone who has come to a tree for violation of public order. On July 5, 2010, the Central District Court found the ban of picket by Tyumen City Hall legitimate. On September 27, Tyumen Regional Court upheld the district court. We recall that Vladimir Lukin has repeatedly stated that he would consider the complaints of discrimination based on sexual orientation and gender identity on a par with any other complaints.
